Founder: Roshaan Wolusmal
Roshaan Wolusmal is the Founder of HEWAD Institute for Development Studies and Project Sciences and a senior professional in urban development, municipal governance, and capacity development in fragile and conflict-affected contexts.
He brings extensive experience from senior leadership roles within Afghanistan’s public sector, international development programs, and academic institutions. Roshaan has served in senior government positions, including as Deputy Minister for Urban Affairs and Secretary of the High Urban Development Council, where he contributed to national urban policy, infrastructure development, and coordination with international development partners.
Roshaan Wolusmal holds a PhD in Built Environment and Construction Management from Politecnico di Milano (Italy). His academic and research work focuses on informal settlements upgrading, urban resilience, and development planning in conflict-affected cities, combining policy analysis with field-based research and community engagement.
In parallel, he is the Founder and Executive Director of the Afghan Center for Urban Studies and Municipal Affairs (ACUSMA), a U.S.-registered consulting and research organization with experience in urban policy advisory services, applied research, and institutional strengthening. Through ACUSMA, he has collaborated with international organizations, donors, and government institutions on urban development and capacity-building initiatives.
Through the establishment of HEWAD Institute, Roshaan Wolusmal aims to bridge education, applied research, and professional practice, supporting the development of skilled professionals, strengthening institutional capacity, and contributing to Afghanistan’s recovery and long-term development.
